SNAP EBT is not a card-brand sale. It is a federal benefit rail. USDA's Food and Nutrition Service (FNS) is the only body that authorizes a retailer to accept it, the SNAP permit is tied to the store and the owners on the application, and by statute no interchange fee applies to those EBT transactions (7 U.S.C. 2016(h)(13); USDA FNS, TPP guidance, 11 Oct 2024). Debit and credit at the same register are ordinary network sales. Grocery mix is usually PIN debit and SNAP, with credit as the expensive remainder. That mix is why a blended quote built for rewards-heavy tickets misleads: it taxes the cheap rails as if they were credit.
Federal benefit. FNS permit required. No interchange by statute.
Card networks. Large-issuer interchange is capped at 21 cents plus 5 basis points.
Card networks. Supermarket programs still cost more than regulated debit. Markup is the layer you can negotiate.
SNAP is a permit, not a processor add-on
FNS says it plainly: USDA's Food and Nutrition Service is the only source that authorizes retailers, it does not work with outside entities to authorize SNAP, and there is no cost to apply (USDA FNS, How Do I Apply to Accept SNAP Benefits?, 5 May 2026). You know you are authorized when you receive an FNS-issued SNAP permit. You cannot accept EBT in the store until then.
The permit is not a sticker. After authorization it lists the store name, the store location, your name and any additional owners, and the FNS Number. That number is what you use when you order POS equipment and when the device is programmed (same FNS page, 5 May 2026). FNS has up to 45 days from a completed application to make a determination, and the store may be visited as part of that process (USDA FNS, SNAP Retailer Service Center, 6 Aug 2026). The store application is Form FNS-252.
Most retailers pay for their own EBT equipment and transaction services. New authorizations after 21 Mar 2014 no longer get free state-issued gear, with named exceptions such as farmers' markets and direct-marketing farmers (USDA FNS, Provisions of the Agricultural Act of 2014, 23 Jul 2025; How Do I Apply, 5 May 2026). Manual vouchers are for outages and disasters, not everyday checkout.
A website or app that wants SNAP is a different FNS path. Do not file the in-store retailer application for online EBT (How Do I Apply, 5 May 2026).
The permit does not travel, and neither does the MID
FNS's permit notice is the boarding rule grocers miss when they buy or sell a store. The SNAP permit is valid only for the location and owners on record. You violate the rules if you accept SNAP at an unauthorized location, let a new owner use your permit, or let other locations accept SNAP under it. Each store location needs its own authorization. If you sell the store, the new owner may not use your permit. They file a new application. FNS may make an unannounced visit to confirm eligibility (USDA FNS, SNAP Retailer Notice: Permits, 23 Jul 2025).
That is the FNS file. The card file is separate, and it looks at the same people.
A merchant ID is underwritten against the legal entity and its principals. Mastercard acquirers inquire on MATCH Pro before they execute a merchant agreement. MATCH Pro searches additions from the past five years, a 60-month window, against the business and associated owners (Mastercard MATCH Pro documentation). You cannot search it yourself. A hit is not an automatic ban. It is a risk determination the acquirer still has to make. The MATCH list is why a grocery buy that looks clean on a lease can stall on cards even after FNS issues a new permit, or the reverse: SNAP authorized, card MID declined.
The practical alignment is boring and it is the whole job. Put the same legal name, EIN, and owner list on Form FNS-252 and on the merchant application. Do not board the LLC that holds the lease while the SNAP permit still names the prior sole prop. Do not add a silent partner on one file and omit them on the other. MATCH Pro can return phonetic matches on names. FNS collects SSNs (or ITINs) for owners because that is how it identifies them (7 CFR 278.1(b)(5); USDA FNS, Retailer Eligibility: Social Security Number). Two systems, one set of humans. Mismatch is a boarding risk, not a pricing feature.
To stay in SNAP the store must meet Criterion A (stocking 36 staple items across four categories, including perishables) or Criterion B (more than 50 percent of sales from staple foods). FNS can inspect. That is eligibility, not a processing rate (USDA FNS, SNAP Retailer Notice: Reauthorization, 23 Apr 2026).
Why grocery mix makes blended quotes lie
Grocery is a mix problem. SNAP has zero interchange. Debit is often cheap because of the Durbin Amendment: issuers with $10 billion or more in assets may receive at most 21 cents plus 5 basis points, plus up to 1 cent if they meet the fraud-prevention standard. Small issuers are exempt (Federal Reserve, Regulation II). Credit is the remaining column, and even supermarket credit is not free.
Visa's supermarket programs, rates effective 18 Apr 2026, make the gap visible. On a card-present $40 sale, interchange only (not your merchant discount):
| Rail | Schedule | Interchange on $40 |
|---|---|---|
| SNAP EBT | No interchange by statute | $0 |
| Regulated debit (CPS/Supermarket) | 0.05% + $0.21 | $0.23 |
| Supermarket credit, All Other, Traditional Rewards | 1.50% + $0.07 | $0.67 |
Exempt (small-issuer) supermarket debit is a different column: Visa prices CPS/Supermarket, Debit at $0.30 card-present on the exempt Check Card table (Visa USA Interchange Reimbursement Fees, 18 Apr 2026). Still interchange, still not SNAP.
A grocer's MCC is how that credit sale enters a supermarket program instead of a restaurant or retail column. Get the code right. Do not treat it as a coupon.
Worked example, labeled illustrative. A store runs $150,000 in a month across the three rails: $30,000 SNAP (600 EBT tickets), $90,000 regulated debit, $30,000 supermarket credit (Traditional Rewards, All Other, card-present). Interchange on that mix, using the table above and treating every debit and credit ticket as $40:
- SNAP: $0 interchange
- Debit: 2,250 tickets × $0.23 = $517.50
- Credit: 750 tickets × $0.67 = $502.50
- Interchange subtotal: $1,020
A blended quote of 2.49% on the same $150,000 bills $3,735 of rate before per-item fees, including on the SNAP dollars that have no interchange. Assessments and processor markup still sit on the card rails. The blended number did not discover a cheaper grocery rate. It hid SNAP and debit inside a credit-shaped average.
FNS tells retailers the same mechanism from the other side: credit and debit are the expensive tickets because issuers pass interchange back; EBT cards, by law, have no interchange fees and therefore should be much lower in cost. FNS's own comparison worksheet uses 15 cents / 13 cents / 10 cents per EBT ticket as an example of tiered processor EBT pricing, plus separate monthly gear and processing lines (USDA FNS, TPP guidance, 11 Oct 2024). Those cents are processor fees. They are not interchange, and they are not a Visa category. If EBT volume sits inside a card percentage, the quote is already wrong.
What the register still has to do
Equal treatment is a SNAP rule, not a brand rule. You must offer eligible foods at the same prices and on the same terms to SNAP-EBT customers as to other customers, except that sales tax cannot be charged on SNAP purchases. You cannot treat SNAP customers differently. Offering discounts or services only to SNAP-paying customers is a violation unless you have a SNAP Equal Treatment Waiver (USDA FNS, SNAP Equal Treatment Rule, 13 Nov 2025). A dual-price or surcharge program that singles out the EBT lane is how stores get letters.
FNS is also clear on equipment myths. Do not believe a terminal provider that insists EBT must be PCI- or EMV-compliant. Those requirements apply to commercial credit and debit, not EBT. A PCI compliance fee applies only to credit/debit and should not be charged for EBT-only terminals (USDA FNS, TPP guidance, 11 Oct 2024). If the same device also takes cards, the card side is still in PCI scope. PCI DSS 4.0 future-dated requirements became mandatory 31 Mar 2025 (PCI Security Standards Council). An EBT-only exemption is not a PCI vacation for the grocery MID.
Ask the processor to show EBT as its own line: per-item, monthly, and setup, with SNAP volume excluded from card percentage. Ask which debit networks are enabled, because routing is the other half of Durbin. Ask what supermarket MCC is on the MID. Then recompute effective rate as total fees divided by card volume, and keep SNAP fees over SNAP volume as a second ratio. If you want that split on a real statement, run the analyzer.
FAQ
What is SNAP EBT processing at a grocery store? SNAP is the federal food-benefit program. EBT is the card that spends those benefits. It is not a Visa or Mastercard sale. USDA's Food and Nutrition Service authorizes the store, the state EBT system moves the money, and by statute no interchange fee applies to the SNAP EBT transaction.
Do I need an FNS permit to accept SNAP? Yes. FNS is the only source that authorizes retailers, the application is free, and you cannot accept EBT until you have an FNS-issued SNAP permit. The permit lists the store, the location, the owners, and the FNS Number you use to program the terminal.
Does SNAP EBT have interchange fees? No. 7 U.S.C. 2016(h)(13) says no interchange fees apply to SNAP EBT transactions. Your processor may still bill a per-item EBT fee, a monthly terminal fee, or a setup fee. Those are processor prices, not card-brand interchange.
Can I use the previous owner's SNAP permit when I buy a grocery store? No. The permit is valid only for the location and owners on record with FNS. A new owner must file a new application. Using the seller's permit is a SNAP violation. The card MID is a separate boarding: same legal entity and owners, a MATCH inquiry on those principals.
Why do blended grocery quotes overcharge? Grocery mix is usually SNAP (zero interchange) plus a lot of debit (often Durbin-capped) plus some supermarket credit. A single blended rate prices that pile as if it were rewards credit. Interchange-plus, with EBT as its own per-item line, is the statement you can audit.
Is EBT the same as debit? No. Debit pulls a bank account over a card network and pays interchange. SNAP EBT pulls a federal benefit over the state EBT rail. Some EBT cards also carry a cash-benefit purse; that cash side is still not a commercial debit card. Do not let a quote fold SNAP volume into card volume.
